Parking (Code of Practice) Bill 2019 receives Royal Ascent

The Parking (Code of Practice) Bill 2019 has now entered the statue books as the Parking (Code of Practice) Act 2019. The new Act does not immediately change the law for private parking companies and their customers, but it requires the Secretary of State to prepare a “code of practice containing guidance about the operation and management of private parking facilities”. The code of practice (the Code) must contain guidance as to what constitutes good practice in the operation and management of private car parks and appeals against private parking charges.

Before the Code is prepared the Secretary of State is required to consult those representing the interest of those who manage and operate private card parks and those representing the interest of those that use them. Once the Secretary of State has prepared the Code it is to be laid before Parliament for approval.
